The Virginia Department of Emergency Management (VDEM) is seeking a motivated, strong results oriented and experienced individual to serve as a Regional Planner and Deputy to the Regional Coordinator. Individual will provide plan development and maintenance of local Emergency Operations Plans (EOP’s) within 10 jurisdictions to include all-hazards planning. This position will assist in the coordination of disaster planning activities with local and state agencies and will work closely with Preparedness, Training and Exercises Branches as well as Hazardous Materials/Terrorism, GIS, Hurricane Planning, State Planning, and Volunteer Coordination. This position will also work with outside agencies to ensure local and state plans compliment these partners; review local EOPs to ensure compliance with federal and state requirements; staff the Virginia Emergency Response Team (VERT) during response and recovery operations; and perform other duties relating to emergency management. The selected individual must live in or immediately adjacent to VDEM Region VII and will be provided a state vehicle. Qualifications: Considerable knowledge of the role of state, local, and federal government; emergency response programs, policies, and procedures; federal and state program regulations. Working knowledge of the types of emergency services that might be required in natural and man-made disasters and techniques of planning and training for implementing required emergency services. Ability to direct planning, safety, and field operations activities. Ability to review local emergency operations plans and assist localities with plan revision; contribute to the development of the state-level emergency operations plans; and to develop, write and coordinate EOPs to produce an effective document. Demonstrated ability to plan, manage and direct projects; foster teamwork and effectively interact with and communicate both orally and in writing with state and local officials and the public; to organize large complex plans electronically; and to coordinate plan development with local and state agencies, as well as agencies outside government. Experience in public speaking and effective writing is desired. Ability to use a computer and proficiency with Microsoft applications. Must possess a valid driver’s license and satisfactory driving record and be willing to travel during disaster situations
Preferred: A degree from an accredited college or university in public administration, emergency management or a related field is preferred. Completion of FEMA PDS and APS series, CEM also preferred. Significant direct related work experience in the field of emergency management may be substituted for education. Close relationship with local government with middle to upper management exposure. Completion of the Emergency Vehicle Operations Course (EVOC) preferred.
