2016 Commonwealth of Virginia Emergency Operations Plan Draft for Comments

The Virginia Department of Emergency Management Planning Division is coordinating an all-inclusive update to the Commonwealth of Virginia Emergency Operations Plan (COVEOP) in preparation for 2016 dissemination by the Governor. We are asking members of the “whole community” to review and comment on the COVEOP, including citizens and volunteer organizations, as well as private, local, state, federal and tribal partners.

Each portion of the plan will be open for review and comment for two weeks. VDEM will incorporate comments into the plan and work with stakeholders to finalize it. Feel free to submit your comments or suggestions on the comment sheet on the sections below by emailing it to by the due date.

2012 Commonwealth of Virginia Emergency Operations Plan

The Commonwealth of Virginia Emergency Operations Plan (COVEOP) provides the coordinating structures, processes, and mechanisms in a collective framework for the coordination of state support to impacted local governments and affected individuals and businesses. It is compatible with the National Response Framework and provides the structure for coordinating with the federal government in the delivery of federal disaster assistance. The COVEOP assists in the Commonwealth Preparedness mission by improving our capability to respond to and recover from natural and human-caused disasters.
