The Virginia Department of Emergency Management seeks a Planner to assist local and state government agencies and other partner organizations with the development of Emergency Operation Plans (EOPs) and ensure plans compliment the special needs population. The selected applicant will develop and maintain all-hazards EOPs with a concentration on specialized annexes and templates such as Local Family Assistance Center template and the local hurricane plan template. Duties: review plans for content, format, and compliance with state and federal mandates; attend planning meetings to provide technical assistance; assist in the coordination of disaster planning activities; develop and present related training; and staff the Virginia Emergency Operations Center Resource Management Unit during response and recovery operations. Position is located in Richmond and requires overnight travel to the Central Virginia and Hampton Roads regions.
Qualifications: Working knowledge of the types of emergency services required in natural and man-made disasters, particularly by the special populations within the community, and techniques of planning and training for implementing required emergency services. Skill in the use of a personal computer with Microsoft Office or similar software. Ability to plan, manage and direct projects; to develop, write and coordinate EOPs to produce an effective document; to review and revise local emergency operations plans; and to organize large complex plans electronically. Ability to foster teamwork and effectively interact with and communicate both orally and in writing with state and local officials and the public. Must have a valid driver’s license with satisfactory driving record and be able to pass a rigorous background check that includes finger printing and DMV records.
Preferred: A bachelor’s degree in emergency management, urban and regional planning, public administration, a related field or an equivalent level of training and experience. Plan development experience preferred. Knowledge of local Continuity of Operations Plans (COOP) desirable. Experience working with special needs support-oriented groups is a bonus.
Position is restricted due to funding source(s). A one-year probationary period is required of all individuals newly employed or re-employed by the Commonwealth of Virginia.

Virginia Disaster Relief Fund
How is the money distributed?
Fund proceeds will be distributed to local long-term recovery groups, members of the Virginia Voluntary Organizations Active in Disaster and other non-profit and faith-based organizations as a grant.
Many of these groups work directly with individuals and families following a disaster.

The Virginia Disaster Relief Fund benefits projects that include: repair or rebuilding of underinsured dwellings, transportation assistance, replacing essential household items, helping renters establish new rental residence, temporary living expenses while recovering from loss, and more.
