HMPG – 2016

The purpose of the HMGP program is to help communities implement hazard mitigation measures following a Presidential major disaster declaration. Hazard mitigation is any action taken to reduce or eliminate long term risk to people and property from natural hazards. Mitigation planning is a key process used to break the cycle of disaster damage, reconstruction, and repeated damage. The HMPG is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

What are the minimum project criteria?

  1. There are five issues you must consider when determining the eligibility of a proposed project.
  2. Does your project conform to your State’s Hazard Mitigation Plan?
  3. Does your project provide a beneficial impact on the disaster area, i.e. the State?
  4. Does your application meet the historic preservation and environmental requirements?
  5. Does your project solve a problem independently?
  6. Is your project cost-effective?
  7.  Does your locality have a local mitigation plan?
