Initial Damage Assessment

Within 72 hours of an emergency, local government should have completed an Initial Damage Assessment, a summary of damages to homes, businesses and public infrastructure, and submitted that information to VDEM.

IDAs are divided into two categories:

  • Assessments for the Individual Assistance Program document damages to residences, businesses, nonprofit organizations and agricultural structures.
  • Assessments for the Public Assistance Program document damages to publicly owned roads, buildings and equipment, and includes estimates for debris management and emergency protective measures (opening the local EOC, delivering generators to shelters, etc).

In addition, local governments can use an IDA Telephone Report to record citizen and business calls about disaster impacts.
