National Response Framework

The National Response Framework presents the guiding principles that enable all response partners to prepare for and provide a unified national response to disasters and emergencies – from the smallest incident to the largest catastrophe. The Framework establishes a comprehensive, national, all-hazards approach to domestic incident response.

The National Response Framework replaced the National Response Plan effective March 22, 2008. Visit the National Response Framework Resource Center for more information. [opens in a new browser window]

The National Response Framework Resource Center includes the entire Framework guide as well as updated Support Annexes and ESF Annexes.

Incident Annexes that had been included in the National Response Plan remain in effect and are also referenced in the NRF Resource Center with the exception of the Oil and Hazardous Materials Response Incident Annex which was superseded by ESF #10 in the NRF.
