Presidentially Declared Disasters

A state government can request two types of presidential disaster declarations through the Federal Emergency Management Agency (FEMA): Public Assistance (PA) and Individual Assistance (IA).

The federal public assistance grant program provides assistance to state, tribal and local governments so that communities can recover from major disasters or emergencies. Through the PA program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures and repair, replacement or restoration of disaster-damaged, publicly owned facilities.

The federal individual assistance program provides several programs that can aid individuals during their recovery. The most widely known is the individual housing program (IHP), which can provide disaster survivors with rent money to use at a new location and money for homeowners to repair structure damage that is not covered by insurance. However, the IA funds are not designed to provide a full replacement of a structure that has been destroyed. A homeowner can apply for a U.S. Small Business Administration disaster loan for additional repair assistance if needed.
