Governor's Proclamation By virtue of the authority vested by the Constitution in the Governor of the Commonwealth of Virginia, there is hereby officially recognized:
WHEREAS, the Commonwealth of Virginia is vulnerable to various types of severe winter weather including extremely cold temperatures, ice storms, snowstorms, and freezing rain, as illustrated by the severe winter weather Virginia experienced on March 2, 2009; and
WHEREAS, severe winter weather can cause injury and death through hypothermia, heart attack, stroke, traffic accidents and other related causes; and
WHEREAS, severe winter weather can interrupt electrical and communication services to homes, schools and businesses; and
WHEREAS, the loss of life and property during the winter months can be greatly reduced if Virginians take appropriate measures before, during and after experiencing severe winter weather; and
WHEREAS, preparedness procedures will be highlighted throughout Winter Preparedness Week as the Virginia Department of Emergency Management joins with the National Weather Service, state agencies, and county and city emergency management offices to provide winter safety information to citizens throughout the Commonwealth;
NOW, THEREFORE, I, Timothy M. Kaine, do hereby recognize November 29 - December 5, 2009 as WINTER PREPAREDNESS WEEK in the COMMONWEALTH OF VIRGINIA, and I call this observance to the attention of all our citizens.
