Commonwealth of Virginia Emergency Operations Plan (COVEOP)

The Commonwealth of Virginia Emergency Operations Plan provides the framework for how the state will support impacted local governments, individuals and businesses. It is compatible with the National Response Framework and outlines how Virginia will work with the federal government to deliver federal disaster assistance. The COVEOP improves our capability to respond to and recover from natural and human-caused disasters.

Commonwealth Sheltering Program

This program document describes how the Commonwealth will support local, regional, and state sheltering efforts. It also defines the legal and organizational basis for the Commonwealth of Virginia to effectively respond to and recover from disasters and/or emergencies when sheltering is required.

This program document addresses state sheltering responsibilities previously addressed in Support Annex 4 Mass Care and Sheltering of the Commonwealth of Virginia Emergency Operations Plan.
