The VDEM Planning Division, in coordination with local, regional, state, federal, private, and non-profit partners, maintains the Commonwealth of Virginia Hazard Mitigation Plan and the Commonwealth of Virginia Emergency Operations Plan (COVEOP) and its Annexes. Core emergency management planning principles are utilized to develop, revise, and maintain these plans.
