The Virginia Department of Emergency Management (VDEM) announces the availability of Public Assistance (PA) grant funding for reimbursement of eligible disaster costs for the July 13, 2022, Buchanan and Tazewell County Flooding event. The FEMA Federal Cost share will be 75%. VDEM will be hosting two applicant briefings to go over the program requirements, processes, and timelines. As defined by Federal Emergency Management Agency (FEMA), potential applicants in the declared jurisdictions for this event may be eligible for grant consideration under the PA program. This may include local and regional governments, state agencies, certain private non-profits and tribes/tribal governments that have performed eligible emergency work or have sustained uninsured permanent damages as a direct result of this disaster, of which all damages and emergency work must be located within the declared jurisdictions referenced below.
Overview of Public Assistance Program
For the current Buchanan and Tazewell County Flooding declaration (FEMA 4674 DR-VA), all categories of costs are potentially reimbursable costs that do not qualify under another state or federal grant program. In accordance with section 502 of the Stafford Act, the program provides funding for emergency assistance to save lives and protect property, and assists with funding for permanently restoring community infrastructure affected by a federally declared incident. Eligible work must be required as a result of the declared incident, be located in the designated area, be the legal responsibility of the applicant, and be undertaken at a reasonable cost. FEMA will not duplicate assistance provided by other programs, insurance, or federal agencies. Local government and authorities, state agencies, tribal governments, and certain private non-profits organizations are eligible to apply. Before a project can be created and federal funds can be obligated, sub-recipients will need to submit a request for public assistance (RPA) on the FEMA portal.
