Background Information & Survey
The baseline survey was the first of five initiatives identified in the 2008 Virginia Statewide Comprehensive 911 plan. The goal of the baseline survey initiative was to create a comprehensive inventory of all assets, resources, services and capabilities of primary wireless PSAPs in the commonwealth from which the resulting data would fulfill the following objectives:
- Serve as input for each of the remaining four initiatives in the plan.
- Allow the Wireless E-911 Services Board and board staff to gain insight for strategic and tactical planning and decision making.
- Allow PSAPs to view and query data, and to use the data to develop business cases for enhancing their operations.
An initiative action team, comprised of various 911 stakeholders, worked together to create the survey which was used to capture the data. Five categories were used to organize the various data elements to be collected: jurisdictional and contact; financial; facilities management; equipment, technology and telecommunications; and staffing and operations resulting in a survey of some 571 questions. In March of 2009 the survey was released. Approximately 63% (79 out of 125) of primary wireless PSAPs participated in the survey. The 2009 survey was places in a database and used to aid staff in making decisions.
The 2014 Survey
In 2014, ISP the Emergency Services Board conducted a feasibility study to look at issues surrounding the development of a Emergency Services IP Network (ESINet) for a Next Generation 9-1-1 environment. It was determined that the information captured in in 2013 was valid for this study and should be refreshed in 2014.
The 2014 survey was issued on September 22, 2014 and was due by October 22, 2014. The Emergency Services Board made continued participation in the PSAP Grant Program contingent on submitting a survey. Consequently, 119 of 121 PSAPs provided responses on time for a response rate of 98.3%.
The answers to the 2014 survey were incorporated into the existing database with the 2009 and 2013 survey answers. Staff has performed analysis and created several reports for the use of the PSAP community.
The 2013 Survey
By 2013 the information in the database had become dated. In the summer of 2013, staff decided to update the answers using a subset of the original survey questions and adding several new questions for a total of 19 responses.
The 2013 survey was issued on September 19, 2013 and was due by October 24, 2013. The Emergency Services Board made continued participation in the PSAP Grant Program contingent on submitting a survey. Consequently, all 121 PSAPs provided responses for a response rate of 100%.
The answer to the 2013 survey answers were incorporated into the existing database with the 2009 survey answers. Staff has performed analysis and created several reports for the use of the PSAP community.
The Data: Use, Analysis and Maintenance
The data elements captured in both surveys, along with some additional data, are maintained in a database. In this environment the data can be queried and analyzed to show basic information or patterns and trends. Tools such as report generation and display of data on maps will be used to share the information provided through the surveys, with the PSAP community across the commonwealth. The initial products derived from the survey data include reports of the various questions asked, analysis comparing the answers and maps displaying wireless PSAP boundaries and CAD, CPE and mapping software by vendor.

In an effort to maintain essential data elements, and to utilize the data acquired in support of the Virginia Statewide Comprehensive 9-1-1 plan, ISP staff has developed a sustainability plan. The most essential survey elements will be reissued annually to ensure that up-to-date data is available. Other surveys, either from the 2009 or 2013 question pool, or on other topics, may be issued as the need arises.

Data Use Cases
In Region 3, data collected through the baseline survey, feedback from PSAPs, and ISP resources were utilized to increase regional awareness of radio systems and interoperability. Several maps were created that show the capabilities of the region. A link to these series of maps is below.
Region 3 Maps Utilizing Baseline Data
In an effort to assist Region 3 in determining current capabilities and potential gaps associated with local radio systems and interoperability, a series of maps have been created. These maps display the various radio systems utilized for dispatching throughout the region, various critical systems in use at the PSAPs and current interoperability grant projects. Stakeholders from across the region are utilizing these maps to better understand the current state of communications and interoperability, as well as to help them plan for future projects meant to increase interoperability. The maps were developed from data collected through the E-911 Services Board’s Baseline Survey, stakeholder input and ISP data sources.
