Commonwealth of Virginia Learning Center
Registering for a course requires that you have an active account on the Commonwealth of Virginia’s Learning Center (COVLC or VLC). If you are currently or were previously associated with a state agency, or if you are affiliated with Fire Programs, you do not need to request a new account; instead please email LMShelp@vdem.virginia.gov and we will grant access to view and register for VDEM courses. If you do not have an account, you must request one to be created to access the VLC. Only students who have never had a VLC account before need to request a new account. You will find a job aid at the bottom of the page and a new account can be requested here.
Note: Some programs require you to apply for admission as a first step toward registering. The application for admission process allows the admissions committee to verify your eligibility and qualifications. COVLC Updates (As of June 2025): On May 1st, 2025, the COVLC which is owned and operated by the Department of Human Resource Management (DHRM) embarked on a data reduction project that removed all accounts that had not been accessed in 2 or more years. This compliments the new inactivity policy that will automatically inactivate an account if it is not accessed regularly.
Steps you can take if you believe you have been affected:
- If you have your login ID: Attempt to access the system and select forgot password to perform a self-service password reset and attempt to access the system. The system will send a temporary password to the email address on file on the account if an account is located.
- If you do not remember your login ID: select forgot login ID: The system will send an email to the email address on file on the account if an account is located.
- Email LMS Help (lmshelp@vdem.virginia.gov) if you attempt either action and receive an error that your account is not active or an account could not be found.
Steps you can take to project your account and training records going forward:
- Maintain a copy of all training records as you complete them (digitally and print is recommended).
- Log into your COVLC account quarterly to ensure it remains active and your records protected.
- Log into the COVLC and self-register for any class you are attending before reporting to class to ensure your attendance is recorded and class completion is documented correctly.
