The Virginia Department of Emergency Management (VDEM) has opened the application cycle for the FY 2024 State Homeland Security Program (SHSP). Federal Fiscal Year 2024 State Homeland Security Program (SHSP) Grant Notification (CFDA 97.067)

Funding for this program is provided by the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), and Grant Programs Directorate (GPD). VDEM is the State Administrative Agency (SAA) for this program.

FEMA released the FY 2024 Homeland Security Grant Program (HSGP) on April 16, 2024. VDEM is hereby announcing the opening of the State Homeland Security Program (SHSP) application period for the state of Virginia grant proposals. This competitive grant provides funding to support local efforts to prevent, prepare for, protect against, respond to, and recover from terrorist attacks. All projects will be evaluated and awarded in accordance with the FY 2024 HSGP NOFO. This is the link to the prior year FY 2024 Notice of Funding Opportunity (NOFO).

State Homeland Security Program (SHSP) supports State, Local, Tribal, and Territorial Governments (SLTT) efforts in building capacity to prevent terrorism.

SHSP Overview

The purpose of the FY 2024 SHSP is to support state and local efforts to prevent terrorism and to prepare Virginia for the threats and hazards that pose the greatest risk to its security. Consistent with years past, VDEM will continue to allocate funds for local competitive and non-competitive grants, which support special operation teams for Hazardous Materials, Search and Rescue, Incident Management Teams, and Radio Caches. These funds are to be used to implement investments that build, sustain, and deliver FEMA’s 32 core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation. Building, sustaining, and delivering core capabilities are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community. The HSGP supports the core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs. The HSGP supports the Quadrennial Homeland Security Review Mission to Strengthen National Preparedness and Resilience.

SHSP may fund a range of activities including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas. Eighty percent (80%) of SHSP funds must be passed through to local units of government.

At least thirty-five percent (35%) of the overall SHSP funds received by the state must be dedicated towards law enforcement terrorism prevention activities (LETPA). Thirty percent (30%) of SHSP funds must be used for National Priorities as described in the Notice of Funding Opportunity NOFO. As indicated, Enhancing Election Security has a minimum spend requirement totaling 3% of SHSP and UASI awards. VDEM will be evaluating and awarding funds to fulfill the 30% National Priority thresholds.

Competitive Proposal Scoring

All scoring criteria and weights that were determined by the Stakeholder Workshop on March 8, 2023, are listed.

VDEM’s strategy is to fund highest scoring national priorities (and optional secondary National Priority category projects) using the competitive process evaluation rankings.

Eligible Applicant Categories and Application Instructions

Eligible applicants (sub-recipients) are local units of government within the Commonwealth (county, city, agency of a local government). A local jurisdiction may act as a host on behalf of an entity, including state agencies, to address critical needs. PerCode of Virginia 44-146.19. Powers and duties of political subdivisions: Each political subdivision within the Commonwealth shall be within the jurisdiction of and served by the Department of Emergency Management and be responsible for local disaster mitigation, preparedness, response, and recovery. Each political subdivision shall maintain in accordance with state disaster preparedness plans and programs an agency of emergency management which, except as otherwise provided under this chapter, has jurisdiction over and services the entire political subdivision.
